Doha, Qatar: The Institute of Public Administration at the Civil Service and Government Development Bureau (CGB) organised a virtual workshop titled “Knowledge Transfer Programme: From Learning to Application, and From Knowledge to Impact.”
The workshop was held within a collaborative framework with the Institute of Public Administration in the Kingdom of Saudi Arabia and brought together a number of candidates from Gulf Cooperation Council (GCC) countries, according to a post on CGB social media account.
During the session, organisers presented Qatar’s experience in the Knowledge Transfer Programme. The initiative enables promising government employees to spend six months gaining professional experience in leading private-sector companies and Qatari institutions. The aim is to acquire advanced expertise and best practices and then apply them effectively in the government workplace.
The Knowledge Transfer Programme forms part of the CGB’s broader efforts to build national capacity and strengthen institutional performance across the public sector. It offers selected employees structured exposure to real-world projects, mentoring by specialists, and practical skills in areas such as financial management, technology and innovation, and strategic planning and public policy.
By placing participants in dynamic private-sector environments, the programme bridges the gap between theoretical learning and workplace application. Graduates return to their government entities equipped with new competencies, professional networks and insights that support continuous improvement in public services.
The virtual workshop highlighted how the Qatari model moves participants from acquiring knowledge to translating it into measurable impact. It also underscored the value of regional cooperation in sharing successful approaches to human capital development.
The event aligns with Qatar National Vision 2030, which places the development of a highly skilled national workforce at the centre of sustainable progress. Through initiatives like the Knowledge Transfer Programme, the Civil Service and Government Development Bureau continues to invest in talent that can drive innovation, improve service delivery and adapt to evolving economic and technological demands.
Participants from across the GCC gained first-hand insights into the design, implementation and outcomes of Qatar’s programme. Discussions focused on practical lessons that can be adapted to different national contexts while reinforcing the collective ambition of Gulf states to raise standards of public administration.
The workshop concluded with a reaffirmation of the importance of knowledge sharing as a tool for regional advancement. By combining local experience with collaborative learning, the Institute of Public Administration and its Saudi counterpart demonstrated how targeted professional development can produce lasting institutional benefits.
