Cabinet holds weekly meeting

Doha: Prime Minister and Minister of Foreign Affairs HE Sheikh Mohammed bin Abdulrahman bin Jassim Al-Thani chaired the Cabinet's regular meeting, held on Wednesday morning at the Amiri Diwan.

Following the meeting, Minister of Justice and Minister of State for Cabinet Affairs HE Ibrahim bin Ali Al Mohannadi stated the following:

At the outset of the meeting, the Cabinet lauded the speech delivered by the Amir HH Sheikh Tamim bin Hamad Al-Thani at the opening of the first regular session of the second legislative term, corresponding to the Shura Council's 54th annual session convened on Tuesday.

In this regard, the Cabinet affirmed that the sublime speech, along with the included critical contents both on the domestic and global stages, as well as the clarified facts and positions, including sound visions and directives, had determined the features of the upcoming period and their priorities, in pursuit of achieving the Third National Development Strategy goals and the objectives of Qatar National Vision 2030.

The Cabinet touted the economic achievements in His Highness's inaugural address, along with the remarkable breakthroughs achieved across multiple sectors, particularly in energy, infrastructure, education, healthcare, and social welfare, which have literally bolstered the nation's standing as an attractive destination for investment in competitive industries such as technology and tourism.

Accordingly, the Cabinet noted that the content of the sublime speech, in terms of the requirements of the upcoming period, foremost of which is paying attention to education as the foundation in which the nation's renaissance is grounded, prioritizing the family's role in upbringing, and promoting the citizens' role and overture to novel ideas while keeping up with the scientific, technological, and cultural advancements.

The requirements, the Cabinet said, also include rehabilitation of the national workforce for the future, promoting humans and their values and civilizational identity, prioritizing justice systems advancement, bolstering, backing, and empowering the private sector's competitiveness, in addition to creating further opportunities for partnership between the public and private sectors.

The Cabinet commended the achievements attained in the nation's foreign policy, as underscored by His Highness's speech, which have contributed to shoring up Qatar's standing globally, assisting in conflict resolution, and preventing bloodshed for the benefit of humanity at large.

It affirmed that, in addressing the Palestinian issue, His Highness expressed the sentiments of the peoples of the Arab and Islamic nations and of peoples worldwide in calling out the mass atrocities incurred by the inhabitants of the Gaza Strip, as well as all Israeli violations and practices in Palestine, and calling upon the international community to ensure protection for the Palestinian people, demonstrate solidarity with their pursuit of legitimate rights, and guarantee that the perpetrators of mass atrocities do not escape accountability.

HE the Prime Minister enjoined Their Excellencies the ministers to make HH the Amir's speech, along with the directives put out in that address, a quintessential operational framework for ministries and public institutions throughout the coming period, in addition to developing plans and programs for their implementation so as to achieve the national aspirations.

Thence, the Cabinet weighed in on its agenda items and approved, in principle, the draft legislation on the issuance of the Environmental Protection and Sustainability Law.

This draft, prepared by the Ministry of Environment and Climate Change, aligns with the Third National Development Strategy and the Ministry's strategy.

It aims to update legislation to keep pace with developments in environmental fields. The legislation intends to boost the effectiveness of environmental protection measures, preserve biodiversity and natural habitats, promote environmental sustainability, and address emerging climate change issues.

In addition, the Cabinet approved its draft decision amending certain provisions of Resolution No. (28) of 2020 concerning the areas in which non-Qataris are permitted to own real estate.

This decision is part of the national efforts aimed at enhancing mechanisms to attract foreign investments, diversifying economic activities, and leveraging balanced urban development across various regions, thereby reinforcing the nation's outstanding position as a leading investment and tourism destination at both regional and global levels.

The Cabinet decided to approve a draft memorandum of understanding between the Regulatory Authority for Charitable Activities (RACA) in the State of Qatar and Saudi Arabia's National Center for Non-Profit Sector (NCNP) to collaborate in the area of the non-profit sector.

The Cabinet likewise approved a draft memorandum of understanding in the field of diplomatic training between the Diplomatic Institute of the Ministry of Foreign Affairs of the State of Qatar and the Devawongse Varopakarn Institute of Foreign Affairs (DVIFA) of the Ministry of Foreign Affairs of the Kingdom of Thailand, alongside a draft twinning agreement between Doha Municipality in the State of Qatar and Nicosia Municipality in the Republic of Cyprus.

Finally, the Cabinet wrapped up its meeting by reviewing two reports and took the appropriate decisions accordingly.

They included the Annual Report No. (12) of the National Committee for International Humanitarian Law (IHL), and a report on the outcomes of participation in the Launch of the Global Autism Advocacy Coalition held on the margins of the 4th High-Level Meeting of the United Nations General Assembly on the Prevention and Control of Non-Communicable Diseases and the Promotion of Mental Health and Well-Being (New York, September 2025).
