Doha: The Council of Ministers Secretariat General has announced the launch of the first phase of its innovative national project, the "Smart Legislative Advisor" program.
The program has been developed in collaboration with the Ministry of Communications and Information Technology in an outstanding step that reflects the national orientation toward leveraging artificial intelligence technologies to advance the legislative work system, using AI-powered tools for the preparation, review, and analysis of legislation.
Assistant Secretary-General for Legislative Affairs at the General Secretariat of the Council of Ministers, Abdulaziz Mubarak Al Buainain, said the establishment of this program is part of the commitment to keeping up with digital transformation and harnessing cutting-edge technological applications to facilitate work functions.
The program is literally a product of the specialized task force's unyielding efforts to position itself as a supportive tool in preparing and reviewing legislative tools projects, and a strategic step toward developing legislation preparation procedures, thereby contributing to elevating work competency and quality and aligning them with the best global practices, Al Buainain highlighted.
Al Buainain further clarified that the announcement of this first phase follows up on Minister of Justice and Minister of State for Cabinet Affairs HE Ibrahim bin Ali bin Issa Al Hassan Al Mohannadi, who highlighted during last October's initial media briefing the Cabinet's official approval to launch the program.
Director of the Legislation Department at the Council of Ministers Secretariat General, Majed Hassan Al Ghanem, stated that the program helps promote the process of reviewing legislative tools projects by offering accurate comparisons with similar legislative tools in the region and the world.
He noted that these comparisons are intended to ensure the tools do not contradict the top-ranked legislative tools in the State of Qatar, in addition to conducting advanced linguistic and proofreading reviews.
Al Ghanem elaborated that this integrated methodology reflects an enduring professional approach that ensures the quality of legislation in Qatar, stressing that this national initiative embodies the commitment to providing innovative legislative solutions that promote institutional work and supply decision-makers with sophisticated and reliable tools.
Project Director of the "Smart Legislative Advisor" Program, Sara Abdullah Al Suwaidi, noted that the program represents a paradigm shift in supporting the custodians of preparing and reviewing legislative tools projects in Qatar.
Al Suwaidi clarified that the program combines specialized legal analysis and advanced digital technologies to compare similar laws in the region and the world to verify their harmonization with internal legislation.
She pointed out that during the preparation of this program, a commitment had been made to build an interactive system to streamline the preparation and review of legislative drafts and enhance their quality, making it a pivotal addition that elevates the legislative work environment to align with global trends in legal innovation and digital transformation.
The program comes within the Secretariat General's commitment to adopting smart solutions and technological innovations to advance the legislative work system, thereby contributing to upgrading governmental performance and the path of digital transformation in the State of Qatar.
