Coordinated strategies to drive sustainable growth

Doha, Qatar: The launch of numerous national and sectoral strategies in 2025 marked a pivotal moment in Qatar’s development journey, reflecting a strong commitment to long-term, coordinated planning.

These strategies, introduced by various ministries and entities, were designed to translate the objectives of the Third National Development Strategy into actionable programs across sectors, including transport, social development, data governance, economic diversification and digital transformation.

The importance of these strategies lies in their alignment with the four pillars of Qatar National Vision 2030, which include human, social, economic, and environmental development. Strategies focused on social empowerment, data and statistics, transparency, and digital government contribute directly to building capable institutions and empowered society.

Collectively, the strategies launched in 2025 serve as practical roadmaps that bridge vision and implementation. By setting clear priorities, performance indicators, and governance frameworks, these strategies play a critical role in keeping Qatar on track to achieve the ambitions of Qatar National Vision 2030.

Marking a full year since its establishment under Amiri Decision No. 13 of 2024, the National Planning Council launched the National Data and Statistics Strategy on May 4, 2025. The strategy is built on three pillars: enhancing the reliability and quality of data through the National Statistics Center, building an integrated and interconnected national data system, and leveraging data technology, big data, and artificial intelligence.

On October 8, 2025, under the patronage of Prime Minister and Minister of Foreign Affairs H E Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani, the Administrative Control and Transparency Authority (ACTA) launched the National Strategy to Promote Integrity, Transparency and Corruption Prevention 2025–2030.

The strategy aligns with Qatar National Vision 2030 and the Third National Development Strategy, representing a key national milestone in advancing integrity, embedding transparency, and preventing corruption. It contributes to achieving sustainable development and strengthening the nation’s regional and international standing.

The Ministry of Transport Strategy 2025–2030 was launched in September this year under the slogan “Reaching Beyond Horizons.” The strategy charts an ambitious roadmap for developing Qatar’s transport and mobility sector, reinforcing its central role in driving economic growth, embedding sustainability, and accelerating innovation.

It is built around a clear vision of an integrated, safe, resilient, and sustainable transport system, and a mission to lead the development of a high-efficiency logistics network that supports the pillars of Qatar National Vision 2030.

On June 22, 2025, the Prime Minister and Minister of Foreign Affairs launched the Ministry of Social Development and Family’s Strategy for 2025-2030, themed “From Care to Empowerment.” This comprehensive strategy focuses on empowering families and strengthening their central role in national development to build a resilient society, in line with the Third National Development Strategy.

The Prime Minister and Minister of Foreign Affairs unveiled the Ministry of Commerce and Industry Strategy and Qatar National Manufacturing Strategy for 2024-2030 under the theme ‘Achieving Sustainable Economic Growth’ on January 10, 2025.

These comprehensive strategies aim to drive sustainable economic development, diversify key economic sectors, boost private sector contributions, advance manufacturing capabilities and strengthen Qatar’s economic competitiveness in regional and global markets, in line with the Qatar National Vision 2030.

The Regulatory Authority for Charitable Activities (RACA) also unveiled its 2025-2030 sector strategy in January, marking a significant step forward in enhancing the positive impact of charitable initiatives locally and internationally.

On February 27, 2025, the Prime Minister and Minister of Foreign Affairs unveiled the National Archives of Qatar’s first strategy for 2025-2030. The strategy is a comprehensive framework designed to enhance Qatar’s documentation system and ensure the preservation of the nation’s rich historical heritage. It outlines key initiatives for managing and archiving documents, promoting transparency, supporting sustainable development and protecting Qatar’s unique identity.

Meanwhile, in a related important development, the Prime Minister and Minister of Foreign Affairs issued Decision No. (3) of 2025 on March 17, establishing the Smart Government and Digital Excellence Steering Committee. This initiative supports Qatar’s efforts to build a world-class digital government system with efficient and effective quality services.

Under the patronage of Qatar Central Bank (QCB) Governor H E Sheikh Bandar bin Mohammed bin Saoud Al-Thani, Qatar Financial Information Unit (QFIU) launched on May 27 its five-year strategy for the years 2025-2030.

The strategy reflects the State of Qatar's unwavering commitment to combating financial crimes and promoting transparency, in line with the Qatar National Vision 2030 and international compliance standards, particularly in the areas of combating money laundering, terrorism financing, and proliferation.
