Doha, Qatar: Outgoing Finnish Ambassador to Qatar H E Pekka Voutilainen has described relations between Finland and Qatar as “better than ever,” highlighting significant progress since the opening of the Finnish Embassy in Doha in 2021.

“The opening of the Finnish Embassy in Doha in 2021 was a truly significant milestone that marked a new chapter in our bilateral relations,” Ambassador Voutilainen said in an interview in correspondence with The Peninsula

“It moved us from a friendship based on occasional visits to a truly active partnership.” He noted that the physical presence of the embassy enabled both nations to “collaborate across a wide spectrum of areas, including government-to-government discussions to business and cultural exchanges,” adding that several high-level visits and business initiatives had since strengthened the partnership.

According to Ambassador Voutilainen, Finland and Qatar bring “distinct but highly complementary strengths” to their cooperation. “Finland is a global forerunner in innovation, technology, education, and sustainable solution. Qatar, on the other hand, is a major player in the global energy market and a key hub for finance, transportation, and diplomacy,” he said. 

“This creates a powerful synergy.” The envoy underscored the historic significance of the 2024 visit by Amir H H Sheikh Tamim bin Hamad Al-Thani to Finland, coinciding with the 50th anniversary of diplomatic ties.

“The visit was undoubtedly a historic and transformative moment for our bilateral relations. Several key agreements were signed, including a Memorandum of Understanding on peace, reconciliation and conflict resolution, and another to establish a Joint Ministerial Commission for Economic, Commercial, and Technical Cooperation,” he said. “Together, all the agreements and discussions sent a clear message that both countries are committed to elevating their relationship to a new strategic level.” Expanding trade and investment remains a top priority, Ambassador Voutilainen stressed. 

“We are actively promoting Finnish expertise in areas like green technology, digitalisation, health tech, and education. On the investment side, we are showing Qatari businesses and sovereign funds why Finland is a great place to invest.” 

Highlighting cooperation on sustainability, he pointed to joint efforts in advancing the circular economy. “We see a lot of alignment with Qatar’s National Vision 2030, which places a high value on environmental sustainability. We are actively sharing our knowledge and best practices. This collaboration is about more than just the environment; it is about creating new economic opportunities and building a more resilient future together.” 

Education has been another pillar of cooperation, with the Qatar-Finland International School in Doha playing a key role. “It has brought in Finnish teaching methods that focus on creativity, well-being, and putting students at the heart of learning,” 

Ambassador Voutilainen said. He added that Finland has also partnered with Qatar’s Ministry of Education and Higher Education to provide teacher training and leadership development.

During his tenure, the envoy witnessed growing cultural connections. “From the Qatar-Finland International School to cultural exchange programmes and regular diplomatic visits, we have seen real efforts to connect people and share ideas,” he said. 

Reflecting on his most memorable experiences in Qatar, Ambassador Voutilainen recalled both the 2022 FIFA World Cup and H H the Amir’s state visit to Finland. “Seeing Qatar host such a global event with top-class infrastructure and hospitality was truly inspiring,” he said of the World Cup.

Asked what lessons he will take with him, the Ambassador cited “the value of cultural diversity and collaboration” and praised the tradition of the Majlis. “I will miss these welcoming spaces where ideas are exchanged, decisions are discussed, and relationships are nurtured,” he said.

As advice to his successor, he emphasised the importance of trust and respect in Qatari society. “Take time to understand local customs, listen actively, and engage with people from all backgrounds. This will not only help you succeed professionally but also make your experience here truly rewarding.”
