Doha: The National Human Rights Committee (Qatar) (NHRC) has signed a memorandum of understanding (MoU) with the Commissioner for Human Rights in the Republic of Tajikistan to enhance cooperation in various human rights fields.

The agreement includes exchanging expertise to support state compliance with international human rights treaties, improving public service quality, and promoting principles of good governance. The signing took place on the sidelines of the International Conference on the Protection of Journalists in Armed Conflicts, organized by the NHRC in partnership with the Al Jazeera Media Network’s Centre for Public Liberties and Human Rights on October 8 and 9.

The conference brought together international experts, journalists, and human rights advocates from around the world.

Chairperson of NHRC H E Maryam bint Abdullah Al Attiyah, highlighted the Committee’s commitment to expanding international partnerships to amplify its human rights advocacy globally. She noted that the NHRC has successfully signed numerous human rights agreements in recent years, strengthening Qatar’s presence on the global human rights stage.

Al Attiyah praised the MoU with Tajikistan’s Human Rights Commission, noting that it is grounded in the Paris Principles (1993) and other international conventions aimed at improving human rights protection mechanisms, ensuring access to basic public services, and reinforcing the rule of law.

Under the agreement, both parties will exchange information, publications, and analytical materials related to the protection of citizens’ rights and freedoms.

It also provides for joint practical and research activities, awareness campaigns, conferences, seminars, and training programs to enhance human rights protection at national, regional, and international levels.

The two institutions will hold regular bilateral consultations on human rights issues, conduct exchange visits, and organize training programs to build capacity and share experiences in line with their shared commitment to advancing human rights.

In parallel, NHRC officials held a series of high-level meetings with international partners. They met with Mohammed Al-Obaidi, member of the United Nations Working Group on Enforced or Involuntary Disappearances, who expressed his gratitude to the NHRC for inviting him to the conference. Al-Obaidi emphasized the group’s role in documenting violations and noted the significance of the event, describing it as “a timely and impactful initiative.”

In a separate meeting, Abdulmajid Al-Marari, Director of the Middle East and North Africa Division at AFD International, commended the NHRC for being “a pioneer in its initiatives.”

He praised the Committee’s regular engagement with major international human rights organisations.
