Doha: The Administrative Control and Transparency Authority signed a memorandum of understanding in the field of promoting integrity and transparency with the Office of the Ombudsman of Rwanda.

The memorandum was signed by  President of the Administrative Control and Transparency Authority H E Hamad bin Nasser Al Misnad, and  President of the Office of the Ombudsman of Rwanda H E Nirere Madeleine, in the presence of a number of officials from both sides.

H E the President of the Administrative Control and Transparency Authority said that the signing of the memorandum of understanding is a new building block for the strong and distinguished relationship between the State of Qatar and the Republic of Rwanda in all fields, one of which is the choice of Rwanda to organise the ceremony of handing over the ‘Sheikh Tamim Bin Hamad Al Thani Anti-Corruption Excellence Award’, on December 9, 2019 in the capital, Kigali.

H E Al Misnad added: “Our awareness of the danger of the phenomenon of corruption and its growing bad effects on the economies of countries and people’s lives and the ease of its spread in the world, made us more convinced of the importance of mobilizing efforts at the regional and international levels to combat it and address it by all possible means and methods. This comes in our signing of the Memorandum of Understanding, which aims to enhance cooperation between the two bodies in the areas of promoting integrity and combating corruption, in particular in the areas of training, research, and coordinating efforts in international forums, and the organizing of joint working visits.”

He noted that the challenges of corruption are renewed by the development of the means and conditions for committing its crimes, which requires a continuous development of prevention and control mechanisms, stressing that from this point of view, the Administrative Control and Transparency Authority welcomes all forms of cooperation with relevant bodies and organizations to introduce the successful Qatari experience in preventing and combating corruption and to learn about the experiences of countries and other organizations and benefit from them.

For her part, H E Nirere Madeleine said that the signing of the memorandum of understanding is an important event in addition to other tangible efforts made by the State of Qatar and the Rwandan government in order to strengthen their bilateral relations and combat corruption.

“We are all aware of the negative effects of corruption on the economies of countries, on the welfare of peoples, on social justice and equity, and on security. Therefore, several mechanisms have been established in our countries, including legislative mechanisms, as well as the establishment of institutions to combat corruption,” she added.

She stressed that Rwanda, in its Vision 2050, places fighting corruption among its priorities, and seeks to be among the first countries at the global level in the anti-corruption ranking to pass from fourth place on the African continent and 49th in the world according to the ranking of Transparency International.

She explained that the memorandum of understanding signed by the two sides comes at an appropriate time, while her country is in the process of implementing the National Sustainable Development Strategy (2017-2024) and its vision 2050, adding, “Our aim behind this cooperation is to strengthen anti-corruption strategies by sharing best practices and exchanging experiences to combat it.” 

H E Nirere Madeleine congratulated Qatar on hosting the FIFA Qatar 2022 tournament, and stressed that the confidence in the hosting granted to Qatar did not come by chance, but rather the result of the efforts devoted by the state in the field of good governance, transparency and anti-corruption.

The memorandum of understanding aims to exchange experiences in the field of preventing and combating corruption, by arranging mutual working visits, in addition to supporting and unifying initiatives in the meetings and conferences of the states parties to the United Nations Convention against Corruption. It will also pave way for organizing training courses and strengthening the capacities of the concerned human resources, as well as cooperation In the field of academic studies and research related to creativity and innovation in developing the countrys human and financial resources management systems, as well as exchanging studies related to measures taken within the framework of the legal powers entrusted to each party, aimed at preventing and combating corruption, as well as exchanging lessons learned from mechanisms for reviewing the implementation of obligations stipulated in relevant international and regional conventions.
