Judicial Power in the Field of Public Hygiene workshop by the Center for Environmental and Municipal Studies at the Ministry.
DOHA: The Ministry of Municipality and Environment is holding a workshop to discuss involving of private sector in collecting waste and recycling.
The workshop on “Judicial Power in the Field of Public Hygiene” is being organised by the Center for Environmental and Municipal Studies at the Ministry, at the headquarters of the Ministry. The workshop which is being attended by 16 participants started yesterday and will conclude on January 11 (tomorrow).
Participants are from all municipalities, including eight directors of the monitoring departments and eight heads of cleanliness sections at the municipalities. The programme aims at educating participants about the laws of public hygiene and increase their skills and provide them with necessary legal knowledge in the field of general monitoring.
Dr. Omar Mohammed Fawzi, Legal Advisor from the Department of Legal Affairs at the Ministry will train the participants. A number of topics will be discussed during the workshop, including draft of ministerial decisions to be issued by the Minister and the views of the municipalities concerned regarding the implementation of the relevant laws.
Other topics of discussions will be the possibility to invite private sector for collecting waste and recycling it and regulations for transporting waste, specifying its route and timings.
The forms for booking violations, issuing warning and undertaking will be revised to upgrade it according to the new law. The procedures for catching violations by the inspectors armed with judicial powers, fines and reconciliation money will be also revised.
A number of recommendations will be made with the consensus of the participants out of the discussions and proposals about the mechanism of the implementation, draft ministerial decisions to be issued and the need to rope the private sector in the cleanliness sector.
