DOHA: The Ministry of Economy and Commerce (MEC) signed yesterday a Memorandum of Understanding (MoU) with the College of Law of Qatar University for co-operation and enhancing awareness about consumer rights and other legal activities with regard to consumer rights.

The MoU will also facilitate cooperation in the fields of training and research, organising joint events from training courses, seminars, panel discussions, conferences as well as cooperation in launching joint media initiatives and campaigns that contribute to the dissemination and enhancement of the role of the parties. As well as the exchange of studies and research conducted by the two parties in the relevant topics.

The agreement was inked on the sidelines of a seminar on “Consumer Protection: The National and International Dimension”, held at the Ministry’s headquarters in Lusail City, with the participation of a number of experts, academics and legal consultants.

Hilal Mohammed Al Khulaifi, Director, Legal Affairs Department at the Ministry of Economy and Commerce; and Dr Mohammed bin Abdul Aziz Al Khulaifi, Dean of the College of Law, Qatar University, signed the agreement.

The scientific symposium on consumer protection was organised by the Ministry in cooperation with the College of Law. It aimed at empowering the consumers by providing them with knowledge and skills to become conscious consumers, aware of their rights and responsibilities, and actively participate in the defence of consumer issues. The event also indented to increase consumer awareness in society.

The Consumer Protection Department (CPD) at the Ministry of Economy and Commerce is working to take the necessary measures to combat commercial fraud, spread consumer awareness among the members of the society and promoting the culture of healthy competition in the market.

The Law College at Qatar University in collaboration with the Ministry of Economy and Commerce takes upon itself the burden of modernising and developing economic and commercial activities in the country.
Commenting on the significance of the seminar, Sheikh Jassim bin Jabor Al Thani, Assistant Undersecretary for Consumer Affairs at the MEC, said that the symposium comes within the framework of the close cooperation between the Ministry and Qatar University.

He also highlighted the Ministry’s intention to maintain strong relations with educational institutions in order to develop legal education and continuously enable the graduates of the College of Law to join the legal market and successfully engage them through training in various departments of the MEC in order to achieve the Qatar National Vision 2030 and its desired human development.

On consumer protection, Sheikh Jassim stressed that the Qatari legislation pays attention to regulating the work and affairs of traders and provided legal guarantees and effective regulatory frameworks for consumer protection, pointing to the issuance of Law No. 8 of 2008 on consumer protection which defines basic consumer rights.

Dr Al Khulaifi (Dean of the College of Law of Qatar University), in his speech, said that the symposium underlines the importance of joint cooperation between the College of Law and the MEC and their interests in exchanging experiences and raising both parties performances according to the overall quality standards.
