NPC highlights R&D strategy to drive tech-based economic growth

Doha, Qatar: Qatar is accelerating its efforts to strengthen its national research, development, and innovation ecosystem under the framework of the Third National Development Strategy (NDS3).

The National Planning Council (NPC) yesterday said that the strategic push aims to transform the nation’s economic landscape by constructing a dynamic, knowledge-based economy driven by technological advancement, scientific discovery, and sustainable growth.

On its X platform, NPC noted that the central pillar of this initiative is the implementation of Law No. (8) of 2025. Enacted to provide guaranteed, sustainable financial support for the R&D sector, this landmark legislation mandates the annual allocation of 2.8 percent of state revenues directly toward supporting research, development, and innovation projects.

This dedicated revenue stream reflects Qatar’s long-term commitment to institutionalising scientific progress and offering a stable funding baseline for local and international research institutions operating within the country.

NPC mentioned that leading the operational implementation of these national objectives is the Qatar Research, Development and Innovation (QRDI) Council. Guided by its comprehensive Research, Development and Innovation Strategy 2030, the QRDI Council is constructing an integrated ecosystem designed to support four fundamental pillars including talent development, scientific research, innovation, and funding and governance.

Through these pillars, the country aims to build local human capital, advance basic and applied scientific research methodologies, foster commercialisation and entrepreneurship, and maintain clear regulatory frameworks.

To maximise the impact of national resources, Qatar is centring its R&D efforts across five national priority areas such as energy, resource sustainability, digital technology, health, and society.

NPC stressed that focusing national capacity on these core areas ensures that scientific advancements directly support national energy security, environmental sustainability, digital infrastructure, healthcare delivery, and societal progression. 

The strategy outlines clear benchmark targets to measure national progress by 2030. By the end of the decade, Qatar aims to double its total expenditure on research and development.

Qatar seeks to elevate its international standing by positioning itself among the top 30 countries globally in the Global Innovation Index, solidifying its status as a leading regional hub for scientific innovation and economic diversification.

The country’s ongoing dedication to innovation, research, and sustainable development is positioning the nation as a forward-thinking leader on the global stage.

By investing in advanced technologies, nurturing local talent, and encouraging public participation, Qatar is building a resilient and diversified economy capable of meeting future challenges.

These ambitious benchmarks highlight Qatar’s firm commitment to transcending traditional economic models and securing a knowledge-based future.

By aligning dedicated legislative funding and human capital development, the nation is establishing a resilient framework that ensures sustained international competitiveness, technological self-reliance, and economic prosperity.
