Qatar is committed to promoting the rights and inclusion of persons with disabilities (PWDs). Legislative measures have been implemented to ensure accessibility, equal opportunities and support services.
Through the Inclusion Programme, Qatar has admitted PWDs to classrooms attended by other students, dedicating teams to support them in specific schools as these teams track all needs of this category during their education as well as ensuring the delivery of continuous and permanent psychological and educational support.
The Shafallah Centre for Persons with Disabilities, one of the centres of the Qatar Foundation for Social Work, aims at providing specialised educational and rehabilitation services for persons with intellectual disabilities and autism spectrum disorder.
Established in 1999, it promotes community awareness of their rights and supports opportunities for their integration.
Prime Minister and Minister of Foreign Affairs H E Sheikh Mohammed bin Abdulrahman bin Jassim Al-Thani attended the graduation ceremony of 2026 batch of members of the Centre on Tuesday and honoured 36 graduates.
The graduation ceremony embodies Qatar’s commitment to consolidating the principles of inclusion, equality, and equal opportunities, and marked the beginning of a new phase of contribution and engagement in professional and social life.
The Centre represents Qatar’s approach to support and empower persons with disabilities in accordance with Qatar National Vision 2030 and based on Law No. 22 of 2025 concerning persons with disabilities, which promotes the principles of inclusion, equal opportunities, independence, and active participation in society. The Centre’s programmes and initiatives aim at providing specialised educational and rehabilitation services to expand opportunities for their participation in education, work and community life.
The Centre prepare its members for working life through integrated educational and rehabilitation programmes in cooperation with various entities, thus enhancing their integration into society and the labour market.
It offers a comprehensive range of educational and rehabilitation programmes and services to meet the needs of its members, from academic qualification to vocational training and sports and arts activities, with a focus on developing the personal and life skills necessary for independence and community participation.
The Centre supports economic empowerment opportunities by preparing them for the labour market. A number of its graduates have secured jobs in various public and private sector entities.
