DOHA: The State of Qatar secured three awards at the GCC Digital Government Award 2026, presented during a ceremony held in the Kingdom of Bahrain in recognition of outstanding Qatari government projects in artificial intelligence, digital government services, and digital inclusion.
The Council of Ministers Secretariat General received the Winning Project Award in the ‘Best Use of Artificial Intelligence’ category for its Smart Legislative Advisor Programme, developed in collaboration with the Ministry of Communications and Information Technology (MCIT).
MCIT also received the Distinguished Project Award in the ‘Best Comprehensive Government Application’ category for Hukoomi, while the Ministry of Social Development and Family received the Distinguished Project Award in the “Best Digital Inclusion Initiative” category for Yusr Platform for Persons with Disabilities.
These achievements reflect Qatar’s progress in advancing digital government services, harnessing emerging technologies to improve government efficiency, expanding access to digital services, and enhancing the beneficiary experience, in line with the objectives of the Digital Agenda 2030.
The new version of Hukoomi, which serves as the government portal for digital services, is the first major outcome of MCIT’s Digital Factory initiative. Built around the ‘Life Moments’ concept, it brings together services from multiple government entities around key stages and needs in people’s lives.
It also enables users to complete government transactions directly, with features including Single Sign-On, transaction tracking, advanced search, and a virtual assistant.
These capabilities help simplify procedures and deliver a more connected and accessible digital government experience.
On this occasion, Assistant Undersecretary for Digital Government Affairs at MCIT, Mashael Al Hammadi, said, “Qatar’s success in securing three GCC awards reflects the progress made by government entities in advancing digital services and highlights the value of collaboration in translating national priorities into initiatives that deliver tangible results.
“We are proud of Hukoomi receiving the Distinguished Project Award, which acknowledges our efforts to deliver a more connected and accessible digital government experience. Together with our partners, we will continue to integrate government services, simplify procedures, and leverage emerging technologies to provide more efficient and responsive services for individuals and businesses.”
The Distinguished Project Award in the ‘Best Digital Inclusion Initiative’ category went to the Yusr Platform for Persons with Disabilities, developed by the Ministry of Social Development and Family to provide a unified source of services and information and improve accessibility.
Commenting on the recognition, Assistant Undersecretary for Family Affairs at the Ministry of Social Development and Family (MSDF), Maha Hamad Al Attiyah, said the award reflects the Ministry’s continued efforts to advance digital inclusion and enable people with disabilities to access information and services more easily and independently.
She described Yusr as an advanced national model for accessible digital services, bringing information and services together through a unified platform designed in line with leading digital accessibility standards. This approach, she noted, helps improve the user experience and the quality of services provided.
Al Attiyah added that GCC recognition provides further impetus to develop inclusive digital initiatives, strengthen partnerships and encourage innovation in service delivery, supporting national efforts to build a more inclusive society.
In the ‘Best Use of Artificial Intelligence’ category, the Winning Project Award went to the Smart Legislative Advisor Programme, developed jointly by the Council of Ministers Secretariat General and the Ministry of Communications and Information Technology to support the drafting, review, and analysis of legislative instruments using AI.
Commenting on the award, Director of the Legislation Department at the Council of Ministers Secretariat General, Majed Hassan Al Ghanim, stated that the programme is one of the Department’s strategic projects aimed at achieving legislative excellence in government. He highlighted how the programme demonstrates effective collaboration among government entities in developing specialized digital solutions tailored to operational needs.
He also noted that efforts are ongoing to enhance the programme and explore its gradual expansion to other government entities involved in drafting legislative instruments.
These improvements are guided by feedback from legal professionals using the programme, ensuring its long-term sustainability and continued relevance to practical needs and evolving legislative drafting requirements.
Al Ghanim also expressed his pride in representing the State of Qatar at this GCC event, noting that the recognition reflects the expertise and contributions of Qatari professionals working in the legislative field. The Ministry of Communications and Information Technology led and coordinated the participation of Qatari projects in the GCC Digital Government Award 2026, working closely with the relevant government entities throughout the submission process to highlight the projects’ capabilities, achievements, and impact.
