DOHA: The Cabinet has strongly condemned the terrorist attacks in Paris and described them as sinful, saying they have claimed the lives of more than 100 innocent people.
The Cabinet, at its weekly meeting yesterday, expressed Qatar’s solidarity with France and its friendly people and wished the injured a speedy recovery.
Deputy Prime Minister and Minister of State for Cabinet Affairs H E Ahmed bin Abdullah bin Zaid Al Mahmoud chaired the meeting at the Emiri Diwan.
He said the Cabinet renewed Qatar’s strong condemnation of sinful terrorist attacks in Paris and stressed Qatar’s firm stance rejecting terrorism in all its forms and manifestations.
The Cabinet also offered deepest sympathies and condolences to the families of the victims and the government and people of France.
It reviewed topics on the agenda and took decisions and measures.
The session approved a draft law on the specifications and standardization system. The draft will replace Law No. 4 of 1990 as part of efforts to update the legislation to keep pace with rapid developments in the field of standardisation.
The draft says Qatar General Authority for Specifications and Standardisation will be the only authorised entity to issue, adopt and deploy standard specifications.
Any other public or private body will not be authorised to set standard specifications for goods or services of any kind or origin in violation of this law (the draft), reports Qatar News Agency.
Under the provisions of the draft, a permanent panel ‘Advisory Committee for Specifications and Standardisation’ will be formed and chaired by the authority’s Chairman, with members drawn from authorities concerned.
The committee will be concerned with disciplines, including the study of topics recommended to issue technical regulations and standard specifications, assess the extent needed and progress of objectives and general interests, and discuss technical aspects of specifications and determine terms.
The Cabinet also approved a draft decision by the Minister of Environment to amend decision No. 192 of 2013 on regulations of awarding the Qatari certificate of conformity for construction products.
The draft decision stipulates that regulations will apply to establishments in the state that produce construction materials. These materials must comply with approved local standard specifications.
Regulations include rules related to conditions for giving a product the Qatari certificate of conformity, inspection procedures, evaluation, awarding the certificate of conformity, examination of the product that received the certificate of conformity at one of the approved laboratories to ascertain its conformity with approved standard specifications, the company’s commitments after getting the certificate of conformity and procedures of their annulment.
Local construction materials companies may be given a grace period to comply with the new rules.
