Cabinet commends efforts & sacrifices made by Duty Force

Prime Minister and Interior Minister H E Sheikh Abdullah bin Nasser bin Khalifa Al Thani chaired the Cabinet's regular weekly meeting at its Emiri Diwan premises yesterday.

The Cabinet commended the efforts and sacrifices made by the Duty Force of the Qatari Armed Forces, which returned to the homeland after participating in military operations within the Arab coalition forces to defend the security and stability of the region. 

The Cabinet took the necessary measures to issue a draft law regulating real estate brokerage, after reviewing the Advisory Council's recommendations on the draft law. 

The draft law deals with the provisions of licensing to engagement in real estate brokerage, the obligations of the real estate broker, his disciplinary liability, the revocation of the license and the establishment of a real estate agents' committee at the Ministry of Justice. The Cabinet approved a draft decision by the Minister of Education and Higher Education on determining the prices of textbooks and transportation fares of non-Qatari students who are not GCC nationals. The session approved draft decision by the Minister of Interior on exempting some from the Ministry's service fees and its issued certificates.

The draft decision exempts people with special needs and those eligible to pensions in accordance with the provisions of Law No. 38 of 1995 on social security, from fees and certificates of the temporary residence permits campaign as well as exempting non-Qatari residents with special needs from residence permit renewal fees. 

The session approved draft decision by the Minister of Education and Higher Education on the executive regulation of Law No. 23 of 2015 regulating private schools. The draft included the provisions related to the licensing of schools and the documents required to be attached to the license application, the licence duration, the bank guarantee in favour of the Ministry, the retention of the bank guarantee for the entire license duration. The draft also exempts the following from providing the bank guarantee: community schools and schools distinguished by the Ministry and schools that do not aim to make a profit. The Minister may exempt any school from paying the bank guarantee wholly or partially if the reasons are for the public good. The draft identifies the conditions and specifications of the school building, the school system, the records and the files that the schools are committed to keep. 

The Cabinet approved a draft decision of the Council of Ministers amending some provisions of decision No. (34) of 2001 on forming the Coordination and Follow-up Committee provided for in the law of organising the Central Municipal Council.

The Cabinet also approved the validity of the provisions of Law No. (24) of 2002 regarding retirement and pensions to Qatari employees in Qatar Institute for Exhibitions and Conferences Development, and Al Sraiya Holding Group. The Cabinet took the necessary measures to ratify the agreement for the abolition of visa requirements for holders of diplomatic and special passports between the Government of the State of Qatar and the Government of the Republic of Poland.

The Cabinet approved a draft memorandum of understanding on the mutual recognition of certificates in accordance with Regulation 10/1 of the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers of 1978 and its amendments between the Ministry of Transport and Communications and the Ministry of Transport and Communication in Oman, and a draft protocol amending some provisions of the Air Transport Agreement between Qatar and Oman.
