Emilio Lozoya, CEO of Mexican state-run oil company Pemex, addresses members of the House of Representatives in Mexico City. A committee of the House of Representatives is investigating contracts obtained by Pemex, its subsidiaries and affiliates. Citigroup said in late February it had discovered some $400m in fraudulent loans at its Mexican unit Banamex.
