Doha, Qatar: The Prime Minister and Minister of Foreign Affairs HE Sheikh Mohammed bin Abdulrahman bin Jassim Al-Thani chaired on Wednesday the Cabinet's regular meeting at the Amiri Diwan.
Following the meeting, HE Minister of Justice and Minister of State for Cabinet Affairs Ibrahim bin Ali Al Mohannadi stated the following:
At the outset of the meeting, the Cabinet praised the results of the talks between HH the Amir Sheikh Tamim bin Hamad Al-Thani with HE Prime Minister of the friendly United Kingdom Keir Starmer, during his working visit to the State of Qatar.
The visit embodied the countries' depth of relations and strategic partnership, and the two reflected shared concern for maintaining security and stability in the region and the world, as well as the stability of supply chains, and the continued flow of global energy through the Strait of Hormuz.
The Cabinet then considered the topics on its agenda, and took note of the Shura Council's approval of a draft law amending some provisions of the Labour Law issued by Law No. 14 of 2004.
The draft law, prepared by the Ministry of Labour, comes within the framework of developing the labour market system and keeping pace with economic and social changes, through updating a number of provisions regulating labour relations and the recruitment of workers, especially with regard to regulating and expediting the resolution of labour disputes, in order to contribute to achieving balance and stability in the work environment, in line with the objectives of the Third National Development Strategy 2024-2030.
The Cabinet also approved a draft law issuing the unified system (law) for volunteer work in the Gulf Cooperation Council (GCC) countries, and referred it to the Shura Council.
The draft law, proposed by the Ministry of Social Development and Family, aims to promote social responsibility, consolidate a culture of volunteering, and regulate volunteer work on clear institutional foundations.
This ensures that it is practiced freely and by choice, preserves the rights of volunteers and the entities they volunteer with, defines the duties of each of them, and achieves a sustainable societal impact, in accordance with the social pillar of Qatar National Vision 2030 (QNV 2030), and the objectives of the Third National Development Strategy 2024-2030 aimed at strengthening social cohesion and raising the rates of volunteer work.
The Cabinet also approved the draft decision of the Minister of Municipality to amend some provisions of Decision No. 7 of 1989 regarding architectural conditions and technical specifications for buildings.
The draft decision, prepared by the Ministry of Municipality, comes within the framework of a comprehensive national approach to housing policies and urban planning, and is based on integrated planning and engineering studies that addressed the actual needs of Qatari families and the requirements of contemporary lifestyles, with the aim of improving the quality of life and enhancing urban well-being in residential areas.
This is achieved by striking a well-thought-out balance between the requirements of urban density and land use efficiency on the one hand, and residential comfort and the quality of the urban environment on the other, through providing simplified architectural requirements and more flexible planning controls that are suitable for family growth, ensuring privacy and well-being, without compromising approved engineering and architectural requirements, or the requirements of safety and environmental sustainability, and in line with the comprehensive urban plan of the state, consistent with QNV 2030 and the objectives of the Third National Development Strategy
The Cabinet concluded its meeting by reviewing three reports and making the appropriate decisions regarding them: the 2025 annual report on the results of the work of the National Committee to Combat Human Trafficking, a report on the results of hosting the Sixth Arab Ministerial Forum on Housing and Sustainable Urban Development, and the 42nd session of the Council of Arab Ministers of Housing and Reconstruction held on the sidelines of the Forum in Doha in Dec. 2025, in addition to a report on the results of the participation of the State of Qatar's delegation, headed by HE Minister of Environment and Climate Change, in the second meeting of the Ministerial Council of the Middle East Green Initiative in Jeddah this year
