Arab League special envoy on Libya proposes establishing an aid fund

Cairo:  The Arab League's Special Envoy on Libya Salah Eddin Al-Jamali proposed today at one of the council's meetings establishing an Arab fund that would provide aid to the Libyan people. 

The move is part of the Arab League Envoy's plan for Libya in the coming period. He added that he might visit the country next week, stopping at Tripoli and Benghazi. He was speaking at a consultative meeting held between the Arab League's permanent envoys. He noted the deteriorating humanitarian conditions in Libya where there are half a million people displaced within the country's borders. He added that half of the Libyan people are now under the poverty line. 

On the fund, he said that Arab businesspeople as well as governments can make a contribution to it. These contributions would make it possible to provide some aid to the Libyan people, half of which are unemployed as well. He said that the move would help improve the political situation in Libya, especially since the country's leaders are optimistic about the role of the Arab League and the United Nations in establishing security there. 

He added that the African Union was playing a large part as well. He said that the AU will host a meeting on Libya on the sidelines of its summit which will take place in January 25.
