Awqaf Ministry unveils app to enhance mosque services and administration

Doha, Qatar: In line with Qatar National Vision 2030 and the Ministry of Awqaf and Islamic Affairs’ strategic plan for digital transformation and institutional excellence, the ministry has launched Hadir, a new smart application designed to enhance administrative and field services across mosques in Qatar.

Developed by the Information Systems Department, the application serves as a comprehensive digital platform for imams and muezzins, supporting the ministry’s efforts to modernise its operations, improve institutional efficiency and deliver high-quality digital services to those serving Qatar’s mosques.

Beyond its technical and administrative functions, the Hadir app is expected to improve the overall quality of mosque operations by reducing routine administrative burdens on imams and muezzins, allowing them to devote more time to their religious, educational and community responsibilities.

The application serves a network of 1,456 mosques across Qatar and is designed for 3,435 imams and muezzins, highlighting its wide-reaching impact in standardising procedures and improving communication and service delivery.

The launch reflects the ministry’s commitment to adopting advanced digital technologies to improve workplace efficiency, streamline procedures and strengthen support for mosque personnel, enabling them to carry out their religious and community responsibilities more effectively. The application also strengthens communication between the Mosque Management Department and imams and muezzins through a direct and reliable communication channel that enables the rapid exchange of information and administrative directives. At the same time, it promotes governance and transparency by ensuring data accuracy and enabling electronic monitoring and auditing.

One of the platform’s key features is a specialised digital system for monitoring and evaluating mosque cleanliness on a regular basis. The system allows imams and muezzins to submit real-time observations and operational reports on the performance of cleaning companies, complete with supporting details where necessary. This facilitates faster follow-up and enhances oversight of cleaning and maintenance services across mosques.

The ministry is preparing to introduce a new suite of integrated digital services aimed at further improving the user experience and accelerating administrative processes.

Upcoming features include a comprehensive electronic request management system through which users will be able to submit and track leave requests and permissions online.

The application will also feature an instant messaging system that delivers administrative circulars and directives immediately upon issuance, ensuring faster dissemination of information and more efficient communication across different administrative levels.

In addition, the app will include a smart maintenance reporting system that enables users to submit routine or emergency maintenance requests with geolocation capabilities and photo attachments, ensuring quicker responses and more efficient resolution of technical issues.

Users will also be able to manage their personal profiles and update their professional information independently, eliminating the need for paper-based procedures or in-person visits.

The ministry said the transition to a digital environment has significantly accelerated administrative processes, reducing the average transaction completion time to less than two hours, compared with the previous paper-based system.

The platform also enhances operational efficiency and responsiveness to field requirements.

In addition, Hadir provides ministry decision-makers with accurate, real-time data to support planning, monitoring and field supervision, reinforcing a data-driven approach to resource management and service delivery.
