DOHA: Qatar will soon get its ‘Energy Balance’ — a technical tool — that will provide an overall picture of the supply, demand and use of the different energy commodities such as crude oil, gas, electricity, etc in the country.
The Economic Statistics and National Accounts Department of the Ministry of Development Planning and Statistics (MDPS) has started work on the preparation of an Energy Balance for Qatar, for the year 2014.
The Energy Balance will be useful in formulation of energy policies, compilation of energy indicators, preparation of energy accounts and estimation of Greenhouse Gas (CO2) emissions.
“The overall energy balance is an accounting framework for the compilation and reconciliation of data on all energy products entering, exiting, and used within the national territory of a given country during a reference period,” noted the 14the issue of ‘Window on Economic Statistics of Qatar’ released yesterday. “The energy balance is a matrix showing the relationship between energy products represented in columns and flows represented in rows,” it added.
The availability of this Energy Balance will greatly help improve the quality of all the official energy statistics. It will also be helpful in fulfillment Sustainable Development Goals (SDGs) requirements. “Detailed, complete, timely and reliable statistics on the supply and use of different energy products are essential to monitor the energy situation at a country level as well as at an international level,” said the document. “The preparation of the Energy Balance will require the cooperation of various institutions and companies. It is crucial for all the stakeholders (data suppliers, compilers and users) to have a common understanding of the related concepts and definitions,” it added.
The format of the Energy Balance for Qatar will be the one provided by the Statistical Centre for Gulf Cooperation Council.
The Energy Balance will provide an overall picture of the supply, trade, stocks, transformation and demand of the different types of energy products. It is obtained by aggregation of the individual commodity balance tables. The Energy Balance for Qatar will be presented in Tons of oil equivalents (toe).
“The preparation of the Energy Balance will require the cooperation of various institutions and companies. It is crucial for all the stakeholders (data suppliers, compilers and users) to have a common understanding of the related concepts and definitions,” noted the document. “The Energy Balance Table will be prepared in a systematic way, in accordance with internationally accepted concepts and definitions. The main reference manuals are the Energy Statistics Manual, 2004 and the “International Recommendations for Energy statistics,” it added.
